>> with the iraq war over and troops leaving afghanistan, the pentagon is trimming the ranks. 27 jobs for generals and admirals have been eliminated since march. the first since the aftermath of the cold war and more reductions are planned. joining me now, military analyst, general, most of these reductions will be one or two-star generals and ?102 in total. what does it mean for the military readiness?

>> probably not much one way or the other. i think what's happening is we came out of iraq and afghanistan and a bunch of these operational senior positions should disappear. there is also been a growth in the pentagon staffs overtime. i think both secretary gates and panetta are right on target to cut back the senior officers. i notice there was a story talking about the pentagon will be more nimble when we reduce the generals. i thought that was nonsense. you have a giant bureaucracy.

>> that's different. if we take out layers of command, that's true. i think the focus and the obsessive attention inside the beltway is on the actual flag ranks. there is all sorts of liaison and coordination staff whose purpose is dim at best. i am sure pa98 is experience and smart enough to sort that out. what i don't want to see happen is the three generals that are in army combat division.

>> it's a huge challenge. ? we have two million young men and women who have served in combat. half of them on at least two deployments. 54,000 kill and wounded and others showing up with ptsd and traumatic brain injury only half have signed up for va benefits. the veteran's administration is one of the most effective departments in the government. thank god for secretary rich and the senior leadership. they have gotten a lot more moan. they are up to $60 billion a year now. they still have to communicate with the veterans. they are on facebook now. 152 veterans administration medical centers now have a facebook page. i direct our viewers to my website where i have been giving a presentation around the country taking care of america's veterans. there good numbers. they try to make the right decisions when it comes to health.

Verzo Kinzo unboxing and impressions

Yes, the Verzo Kinzo is real! That Americano-Czech Android smartphone with mid-range specs that went on sale in November with a ludicrous $459 price tag only to be hastily relaunched earlier this month for a slightly more digestible $359 is not a giant farce. (Well, maybe it is.) It left the ethereal world of rendered computer graphics and landed in our mitts just in time for the holidays. To be specific, we received the pricier $384 Verzo Kinzo Plus GPS package, which includes a voucher for Sygic's off-line navigation app and a gaudy, Star Trek-inspired car holder. After spending a few days with the handset we are able to report that it isn't particularly impressive in this day and age but isn't completely horrible either -- not to mention the faux-Vertu packaging and branding which are rather, well... unique. So why not grab some leftover eggnog, and join us after the break for our unboxing and impressions?

I recently attended a privacy conference and noticed that I was one of the only communications professionals there?most of the people I met sat in legal departments. I found myself asking ?why aren?t there more communicators here, given the amount of public scrutiny privacy receives??

Privacy & Compliance

My guess is that today the privacy profession and function in most organizations is the responsibility of the legal department, because companies view privacy and security through the lens of compliance. However, I think that we will see a shift to a more diverse group of professionals tackling privacy as it becomes a more central business function. Compliance is just the beginning; however, compliance alone is becoming insufficient for a world-class privacy program.

Calls for privacy by Design mean that more emphasis will be put on baking privacy into the product development process, creating new needs for designers and engineers to be involved in building privacy features and functionality. With social networking, mobile applications and Web 2.0 services, privacy becomes more than rules? it requires providing controls that require technical expertise.

Move Past Compliance

Jim Adler has written extensively about the evolution of how he approaches being?the Chief Privacy Officer and General Manager of Data Systems at Intelius as an engineer. He points out the need for privacy to move past just compliance:

But compliance alone won?t cut it?Compliance is about ?yes and no?; innovation is about ?what if?; and I think it takes a new breed of privacy officer to tell the difference. (Full post here)

Microsoft has also written a lot about how its privacy group takes a similar approach to privacy.

Communications

As part of this transition, communicators have a major role to play. Consumers want transparency in the practices of businesses. Key audiences need to be engaged with clear and impactful messages about how companies respect privacy. These two facets of the privacy and security industry fall right in the wheelhouse of communications. However, to communicate about a nuanced topic like privacy requires a certain amount of understanding of the technical subject matter by communicators.

Just as we see moves from major publications to establish reporters with privacy as part of their beat, we need to have communications professionals who understand the topic to work with them. In addition, we see increased regulatory and policymaker attention with members of Congress regularly calling hearings and sending letters to companies to hold them more accountable for privacy policies. Effectively responding to these inquires require clear messages and a well-planned communications strategy.

For communications professionals, here might be a new specialty to consider as the issue is only going to increase in importance as more information goes online.

Sony Ericsson reserves Xperia Ion name; could be for the LT28at flagship model

We recently reported on a possible flagship model for Sony Ericsson that appeared on the Bluetooth SIG site. With a 4.55 inch Reality display weighing in at 720p, a 1.5GHz dual-core processor and a 13MP camera, this device promises to raise the bar in the Android world. The one thing about the phone that definitely needs to be changed is the code name LT28at that the unit has been branded with at the moment. We would imagine that a name change is coming since LT28at doesn't exactly roll off your tongue.

Actually, when Sony Ericsson starts its special presentation at the upcoming CES on January 9th, we might see this model rolled out as the Sony Ericsson Xperia Ion. The joint venture filed for a trademark on the Xperia Ion name on December 13th with a serial number of 85493863. The trademark application is requested for mobile phones, the same answer Sony Ericsson put down for its trademark applications on the Sony Ericsson Xperia PLAY and Sony Ericsson Xperia arc.

This will probably be the last flagship model to have the Sony Ericsson branding. Sony announced earlier this year that it is buying out its partner in the joint venture and will be dropping the Ericsson name from its phones sometime in the middle of next year.

A war of words broke out between Washington and Tehran last night after the Iranians threatened to choke off one of the world?s busiest shipping routes.

Tensions rose after Iran?s top naval commander bragged that shutting down the Gulf to oil tankers would be ?easier than drinking a glass of water.?

The implied threat triggered an angry response from the US Fifth Fleet, which warned it would not allow any disruption in the strategically important Strait of Hormuz - through which 40 per cent of the world?s tanker-borne oil passes.

The comments drew a quick response from the U.S, with Pentagon press secretary George Little saying: 'This is not just an important issue for security and stability in the region, but is an economic lifeline for countries in the Gulf, to include Iran.'

Many diplomats believe only sanctions targeting Iran's lifeblood oil sector might be painful enough to make it change course, but Russia and China - big trade partners of Tehran - have blocked such a move at the United Nations.

Iran this week repeated the warning it issued earlier this month, stating that should sanction be imposed it will cut off oil access through the Strait of Hormuz - the world's fourth biggest oil shipping lane.

However, the U.S. State Department has since dismissed Iran's threats by describing them as having 'an element of bluster'.

According to official Iranian news agency IRNA, Iran's First Vice President Mohammad Reza Rahimi warned this week: 'If they (the West) impose sanctions on Iran's oil exports, then even one drop of oil cannot flow from the Strait of Hormuz.'

But Mark Toner, spokesperson for the U.S. State Department, responded: 'It's another attempt to distract attention away from the real issue, which is their continued non-compliance with their international nuclear obligations.'

Rahimi's remarks coincided with a 10-day Iranian naval exercise in the Strait and nearby waters, a show of military force that began on Saturday.

'Our enemies will give up on their plots against Iran only if we give them a firm and strong lesson,' Rahimi said.

Lawyer Morvillo, Martha Stewart defender, dies (Reuters)

(Reuters) ? Lawyer Robert Morvillo, who led the courtroom battle of media celebrity Martha Stewart and other high-profile white-collar criminal defendants, has died at the age of 73, according to a notice on his firm's website on Sunday.

Morvillo was regarded as one of New York's savviest criminal-defense attorneys, a master of establishing a kind of just us-folks rapport with jurors.

The website statement did not specify the cause of death.

Stewart may have been his best-known client. In 2004, despite Morvillo's efforts, she was convicted of lying to investigators about a sale of ImClone Systems shares and served five months in a West Virginia federal prison. ImClone is a wholly owned subsidiary of Eli Lilly and Co.

Other prominent clients included John Zaccaro, husband of the late politician Geraldine Ferraro, who in 1984 became the first woman to run on a major party national ticket for vice president. Zaccaro, a real estate developer, was acquitted of felony bribery charges in 1987 with Morvillo defending him.

Morvillo was an editor of White Collar Crime: Business and Regulatory Offenses and a co-author of the "White-Collar Crime" in the New York Law Journal. He was a founding partner in 1973 of a predecessor to the firm Morvillo, Abramowitz, Grand, Iason, Anello & Bohrer, P.C., where he was principal partner until his death.

Lakers are not even fit for Kings in falling to 0-2 for first time since 2002-03 NBA season

SACRAMENTO - One game into the shortest season of many of their professional lives, and the Lakers were already hurting when they took the court Monday night at the Power Balance Pavilion to face the Sacramento Kings.

By now you probably know all about the torn ligament in Kobe Bryant's right wrist. Then came word an hour or so before the game that Pau Gasol suffered a sprained right shoulder and Josh McRoberts had a sprained left thumb.

It was double trouble since the Lakers were already without Andrew Bynum, who served the second game of his four-game suspension Monday.

It was just the sort of thing the Kings could exploit en route to a 100-91 victory, dropping the Lakers to 0-2 for the first time since the 2002-03 season.

Gasol and McRoberts were injured during the Lakers' come-from-ahead loss Sunday afternoon to the Chicago Bulls at Staples Center, the first of three games in as many days to start the lockout-shortened 2011-12 season.

The Lakers complete their only stretch of back-to-back-to- back games when they play host to the Utah Jazz tonight at Staples Center. It's only part of a grueling period in which they play six times in eight days, however.

Gasol, who shifted to center from power forward to replace Bynum, was ineffective early but found a better rhythm to start the third quarter. He wore a black neoprene sleeve to protect his shoulder.

McRoberts, who moved from a backup role to the starting

power forward job, couldn't remember how he hurt his thumb. He didn't believe it would trouble him and he contributed some energetic play from the opening tip.

The Lakers looked like a tired and injured team against the Kings, falling behind in the first half and staying behind in the second. Some inspired bench play kept them close in the first half, before Bryant and Gasol fueled a fourth-quarter comeback.

Sacramento led by as many as 15 points in the fourth, then put the game away in the closing minutes.

Bryant scored 29 points on 10-for-24 shooting, including two on a thunderous dunk off a lob pass from Devin Ebanks on a third-quarter fastbreak. Gasol scored all but two of his 15 points in the second half. He also grabbed nine rebounds.

McRoberts had two points, five rebounds and three assists.

Marcus Thornton scored 27 points for the Kings, who were playing their season opener. Rookie Jimmer Fredette had six points in his NBA debut, leaving little doubt that he can be an effective player in the pros after a stellar college career at BYU.

Meanwhile, Devin Ebanks made his second consecutive start at small forward for the Lakers, keeping veterans Matt Barnes, Luke Walton and Metta World Peace on the bench. World Peace (the former Ron Artest) will remain with the second unit.

"It's a job interview," coach Mike Brown said of starting Ebanks, a second-year player. "I have the right to terminate that interview at any time, especially when I have some pretty good veterans sitting and waiting and pushing the guys in front of them."

World Peace then went out and scored 10 points on 5-for-7 shooting in 12 minutes, 25 seconds in the first half, helping to keep the Lakers close to Sacramento before a late collapse enabled the Kings to take a 49-40 lead by halftime.

World Peace finished with 19 points on 8-for-14 shooting.

The sacred services we visited on our "Tour Bus" were experiences for our whole mind, body and soul. The photos in this slideshow are from the Tour and other Faith House events with the participating communities. All pictures by Sean McGinn, a member of Faith House Manhattan who has worked for over 15 years on numerous TV and documentary productions. He currently serves as the senior editor at odysseynetworks.org and has received an Emmy award for photography.

We are coming to a realization that religious zealots cannot be fought with indifference. Extremists of all nationalities and religious persuasion feeding on prejudice, legislating exclusion, and resorting to violence cannot be prevailed upon by people with less passion. Telling them to "cool down" and to "be moderate" will not do it. We must allow fires greater than theirs to arise. Our passion for a whole and interdependent word must rise above their passion for a segregated and zero-sum world.

In Faith House Manhattan, a non-profit inter-religious "community of communities," we believe that the time of isolated faith is over. We believe that to know who I am, I must also know who you are. For three years now we have hosted more than 60 Living Room gatherings where people can experiences the practices of another religion (or path, including atheism). We invite all to join our "co-laboratory" of interdependence: "Experience your neighbor's faith, deepen your own."

Our call is to get radical. Very radical. We hold that in today's world, religious people have to remap their reality to include -- in tension and in gratitude -- 'the other.' While our ancestors may have fought for independence, ours is the great struggle for interdependence. 'The other' is not over there, but all around us. While we have been conceiving of the world in vertical terms (whose party is better, whose institution is larger, whose nation is stronger, whose god is bigger), the world is becoming increasingly horizontal, and wonderfully so. Can we learn to be a part of the whole?

This past year, Faith House started a new program with four religious communities in Manhattan, who were part of a "Tour Bus" with reciprocal visits to each of our main religious gatherings. We brought people together to trespass imaginary boundaries while preserving the real ones. From an experience of worship at a Hindu temple, to a Jewish Shabbat service, to a Sufi Zikr, to midweek "Space for Grace" at a major Protestant church -- either as "Interfaith 101? or an opportunity for seasoned pilgrims to be hosts or guests in their own setting -- this seven-week adventure was a unique New York City experience.

One of the participants, Bhakti Center monk and teacher, Chris Fici, summarized the experience this way:

Experience Your Neighbor's Faith, Deepen Your Own. This is a personal revelation a lot of us have shared recently on the Faith House Bus Tour, as the different sounds, colors, tastes and waves of devotion we have experienced together in our different houses of faith have made a deep communal resonance in our souls.

Too often (at least from my own perspective) our own practice can become caught in the mechanical. Living as a monk, in an intense and insulated environment, I often see how my consciousness during our morning meditation is directed towards how tired I am, or how I might be upset with this monk or that monk. The beautiful essence of our prayers and singing and dancing together remains lost to me.

As I was soaking up the whirling sanctity at our wonderful Bus Tour event at the Dergah of the Nur Ashki Jerrahi Sufi Order, the pain of my own disconnection in my own practice became manifest, and that void was quickly filled by the wonderful and mystical people I saw around me, deeply absorbed in the love and vision of the Divine. I came to realize that what they were experiencing was something I had access to every day, if I chose to. I saw very clearly how we were all pearls on the same thread of God's mercy. I returned to my own community and practice with a sense of renewal that has stayed with me ever since.

The interfaith experience is very important for me, and I think for all of us as a common human family. The turbulence of our age calls for a communication between peoples of faith that transcends our superficial differences and allows us to drink from the immense well of wisdom God has given us, to give solace and take profound action to help cure our shared ills.

This turbulence also calls from us a tremendous maturity from our humility, from a recognition that we cannot possibly have the exclusive answers, that the pieces of the puzzle we need come from our brothers and sisters in faith. In Thomas Merton's journals of his final and fateful journey to India and Indonesia, where he breathed deeply of the eastern faiths that had always intrigued and inspired him, he related a realization in this regard that has deeply touched me.

He says that those who are mature in their faith are able to enter into the experience, philosophy, and practice of another faith and gain a practical wisdom which they can take back into their own renewed and strengthened spiritual life. This is the essence of my own personal adventure in interfaith. To be able to see of and hear of and speak about and taste of and move within the common thread of our faiths together is one of the most profound experiences I have ever had in my life. It links me to the maturity needed to answer the spiritual call of our time, and I imagine it may do so for you as well.

I am always eager to point out to others that New York City is a deeply spiritual place. I want to encourage others to develop the vision of the great rivers of faith which run through this town, which are not always visible beyond the surface tumult and loosely organized chaos.


When you come to New York City, you can enjoy a Broadway show, walk the Brooklyn Bridge, check out that special night club you found on Google, enjoy this gastronomical paradise with more than 4,000 restaurants, but don't miss the rich undercurrent of spirituality you can find at every corner. The many religious traditions can help you understand yourself, and perhaps rekindle a passion for your own faith, an encounter that will change you forever. You might even come back to your home and do something radical like taking time to understand the faith of the other, whose life is now inextricably intertwined with yours.

Dentist Gives 12-Year-Old Cancer Survivor New Smile for Holidays

(NBC NY) Giana Gergoire miraculously survived the brain cancer she was diagnosed with in 2010, but the disease took a toll on her dental health.

The 12-year-old suffered from tooth decay, cavities, gaps and discoloring. But her family didn't have enough money to pay for her dental treatment. And
Gergoire, having missed a year of school due to her illness, desperately wanted a new smile to accompany her renewed lease on life.

Then Dr. Lee Gause, a dentist with Smile Design in Manhattan, showed up at her door and offered to do all her dental work for free.

He had asked his followers on Facebook to identify someone in need of a healthy smile for the holidays. And he found Gergoire.

"I am really grateful and thankful for that and I really appreciate it," she said.

hortly thereafter, Gergoire found herself sitting in the dental chair for the first time. After more than an hour, Gause held up a mirror so Gergoire could see the finished product.

"At first I was scared but then I was happy because I finally got my teeth whitened and cavities fixed," she said.

Gause said it would take some time before the work he intends to do on Gergoire is completely finished, but she's off to a great start.

Egypt Islamists take two-thirds of 2nd-round vote (Reuters)

CAIRO (Reuters) ? Egypt's two leading Islamist parties won about two-thirds of votes for party lists in the second round of polling for a parliament that will help draft a new constitution after decades of autocratic rule, the election committee said Saturday.

The party list led by the Brotherhood's Freedom and Justice Party (FJP) won 36.3 percent of the list vote, while the ultra-conservative Salafi al-Nour Party took 28.8 percent, pushing the liberal Wafd party into third place.

The vote, staged over six weeks, is the first free election Egypt has held after the 30-year rule of President Hosni Mubarak, who routinely rigged polls before he was overthrown by a popular uprising in February.

The West long looked to Mubarak and other strongmen in the region to help combat Islamist militants, and has watched warily as Islamist parties have topped votes in Tunisia, Morocco and now Egypt.

Parliament's prime job will be appointing a 100-strong assembly to write a new constitution which will define the president's powers and parliament's clout in the new Egypt.

Second-round results for party lists gave the liberal Wafd Party 9.6 percent of the vote. The Egyptian Bloc of mostly liberal and leftist parties won 7 percent of the list vote.

Analysts say poor coordination among non-Islamist groups has divided the liberal vote, sometimes handing the majority to an Islamist by default.

TRANSITION

The election, which began on November 28 and ends on January 11, has been marred by a flare-up of clashes in Cairo between police and protesters demanding an immediate end to military rule.

At least 17 people were killed in the protests, in which troops clubbed women and men even as they lay on the ground.

The ruling army council fuelled suspicions it wanted to hang on to power, even after a new president was elected, when its cabinet last month proposed inserting articles in the new constitution that would have shielded it from civilian scrutiny.

The army took over after Mubarak was ousted and remains in charge until a presidential election in mid-2012, but parliament will have a popular mandate that the military lacks.

In the first round of the poll, the Brotherhood's FJP won about 37 percent of list votes and Nour about 24 percent.

The complex electoral system gives two-thirds of the 498 elected seats to lists and the rest to individuals.

The FJP said it had won 40 of the 60 individual seats up for grabs in the second round, similar to its first-round showing.

N. Korea: Military Generals Real Rulers, not Kim Jong Un (Time.com)

The policy under Kim Jong Il, North Korea's late Dear Leader, could not have had a name that was more straightforward: "military first politics." For most of Kim's 17-year reign as dictator, North Korea's military -- the Korean People's Army, or KPA -- got pretty much whatever it wanted. Even during the crippling famine, which killed tens of thousands in the late '90s, food was diverted to the military. Better a soldier with a full stomach, even if almost everyone else were starving, Kim seemed to think. "His position toward the military was one of weakness," says Christopher Hill, formerly the chief U.S. negotiator to the six-party nuclear talks.

Little wonder, then, that nearly everyone who tries to figure out what is happening in the world's most isolated regime believes that, in the wake of Kim's sudden death on Dec. 17, it is the military brass who will be firmly in control of the country, even as the young Kim Jong Un formally becomes what the Koreans call the suryong (supreme leader). "The military," says Hill, "will clearly be a critical factor in determining whether the [Kim] family dynasty survives." (See "After Kim Jong Il: A Look at the Kim Family Tree.")

Some analysts have argued that the North Korean brass were already deeply resentful that Kim Jong Un, in his late 20s, was last year given four stars and a position as vice chairman of the Central Military Committee "without having served a day in the military," as Victor Cha, who ran Asia policy on George W. Bush's National Security Council, recently put it. "Such a system," Cha says, "simply cannot hold."

This may overstate the regime's fragility, precisely because it underrates just how deeply rooted the Kim family dynasty is in North Korea and how deeply the KPA's interests are aligned with its continuation. The key man to watch, analysts say, is Vice Marshal Ri Yong Ho, chief of the General Staff in Pyongyang and, like Kim Jong Un, a chairman of the Central Military Committee, the key military policymaking body in the country. Ri, 69, is a third-generation elite who over the years established a close relationship with Kim Jong Il, and over the past two yeas was photographed at various public events seated alongside the late Dear Leader. He is also said to be close to Kim's sister as well as his brother-in-law Chang Sung Taek, the man who some believe is now Kim Jong Un's "regent," the power behind the throne who will be calling the shots. Ri is also a graduate of the Kim Il Sung Military Academy, as is Kim Jong Un. Diplomats and intelligence analysts believe there is no scenario under which the young Kim could have been elevated to the position of successor over the past two years without the brass's approval. "He's there because the military officials believe they can control him, at least for several years, and there's no other institution that can hold the place together," says an East Asia?based intelligence official. On Thursday, in fact, Reuters -- quoting an unnamed official with "close ties" to Beijing and Pyongyang -- reported that a "collective leadership'' arrangement has already been agreed to by Kim Jong Un and top military officials. (TIME has been unable to confirm this.) "The military has pledged its allegiance to Kim Jong Un," Reuters quoted its source as saying.

Most likely, that is vice versa. The military's powerful position in North Korean society can hardly be overestimated. Not only is it the overseer of the country's nuclear program -- the ultimate guarantor of Pyongyang's security -- but it is also its largest employer. There are over 1.1 million soldiers in the KPA's five branches, or nearly 20% of the male population between the ages of 17 and 54. It is also, therefore, the country's most powerful economic entity, the largest consumer of goods in the country as well as an exporter of missiles and nuclear technology via the shadowy Second Economic Committee, run by a man about whom little is known in the outside word -- Park Se Bong -- except for his reputed close ties with the ruling Kim clan. "Again, the boy would not be in this position if people like Park had strenuously objected," says the intelligence source. "People are reacting too much to the so-called suddenness of Kim Jong Il's death. This is a guy who had a severe stroke three years ago. For a while there, he looked like death warmed over. The idea that the regime didn't have its ducks in a row, that everyone assumed the Dear Leader was going to be around for another decade or more, doesn't withstand scrutiny. It's also critical to understand, a variety of sources say, that North Korea is nothing if not a "kleptocracy," as Hill puts it. The centrality of the KPA means that senior military officials get their beaks wet as much as anyone, calling in favors (economic and otherwise) whenever they choose. Consider a small, recent example: a TIME correspondent visited a newly opened university in Pyongyang a few weeks ago, one in which the students were pretty much all elite, politically connected kids. How connected? Remember that all other college students in North Korea this year were not attending classes; they were out on construction sites, building monuments and memorials in anticipation of the glorious 100th anniversary of Kim Il Sung's birth in April 1912. All college students, that is, except those at the Science and Technology University that TIME visited.

There, a senior officer in the KPA with the rank of general recently visited the school's president, in order to arrange a place for his son. No freezing-cold construction sites for him, 100th anniversary of the Great Leader be damned. Loyalty to the Kim dynasty among the brass extends only so far; they do pretty much what they want, and it may well be that the young, inexperienced Kim Jong Un works for them now, not the other way around.

Kim Jong Il's Most Dangerous Legacy: A Thriving Nuclear-Export Business (Time.com)

Kim Jong Il's death leaves the Korean peninsula and the rest of East Asia in a period of great uncertainty. But one of Kim Jong Il's most dangerous legacies has security implications well beyond the region: he leaves behind a thriving nuclear weapons export business that must now be stopped.

There has been mounting evidence in recent years that North Korea has set up an illicit nuclear export business to Syria, Iran and potentially elsewhere. Syria's Al-Kibar nuclear reactor, which was bombed by Israeli warplanes in 2007, closely resembled a North Korean facility used to produce plutonium for bombs, and one western diplomat told me that several senior North Korean technicians were killed in the raid. North Korea and Iran's sharing of technology for missiles that could be used to deliver nuclear warheads is so extensive that some analysts say it is only appropriate to view it as operationally a joint missile program. No one knows if North Korea is also helping Iran with nuclear weapons design, and it's possible it has other, yet-to-be-detected clients as well.

North Korea shares little similarity or ideology with Syria or Iran; its dealings are largely profit-driven. For its clients, DPRK provides a black market to purchase sensitive nuclear technology without detection by the international community. The nightmare scenario is that Pyongyang would even sell fissile material -- the key ingredient for nuclear bombs -- to terrorists if the price is right.

Most nonproliferation experts find this scenario unlikely as it would be quickest route imaginable to have your country bombed and possible invaded. However, the Syrian and Iranian cases show that DPRK has been happy to sell the technology needed to produce fissile material, and the missiles needed to deliver it.

What's not clear is how much this network relied on support or at least authorization from Kim Jong Il. But reports from North Korean defectors once involved in the tripartite proliferation network suggest it is highly sophisticated and involves many different layers of officialdom. It may work something like this: North Korean state trading companies working directly for the DPRK regime set up branch offices in mainland China. These companies contract private Chinese firms to send purchase orders to the local subsidiaries of European industrial machinery companies, who have set up shop in China specifically to cash in on China's growing domestic market. These domestic orders, of course, are not subject to export controls, so without knowing it, western subsidiaries sell dual-use technology -- industrial tool and dye equipment, for example -- directly to private Chinese firms, who then use their established routes to transport the goods to North Korea. In terms of sales, North Korea state trading companies are also contracting private Chinese firms to move sensitive goods through Southeast Asia (including Myanmar) and on to clients in the Middle East.

The success of this network is an unintended consequence of China's North Korea strategy, which has placed a high emphasis on a stable regime succession to Kim Jong Il's son, Kim Jong Un. The strategy is understandable: regime collapse in North Korea would send a flood of refugees across the border into some of the poorest provinces in China. Beijing may also believe that economic reform and party-to-party institution building can help reform North Korea and bring it in from the cold. Maybe so, but in the meantime this policy has created more opportunities for North Korea to increase its illicit activity through the mainland.

Unfortunately, enlisting China's help in cracking down on the use of private Chinese firms by North Korean entities -- even now that Kim Jong Il is dead -- is a lost cause for the U.S and its allies. China's port security and trade monitoring resources are woefully unmatched by the volume of trade in China today. Even more importantly, corruption at local levels is still a major problem.

The Proliferation Security Initiative, launched in 2003 as a voluntary organization of nations cooperating to prevent the shipment of proliferation-sensitive technologies, has proven to be an increasingly effective tool for combating North Korean smuggling. It has led to the interdiction of several North Korean shipments of missile and WMD components, most recently the turning around by the U.S. Navy of a Belize-flagged North Korean Vessel in June suspected of transporting missile technology on its way to Myanmar (and then on possibly to the Middle East). In the short term, the PSI should be continued. What's more, we should encourage PSI states -- and China -- to offer monetary rewards that lead to the interdiction of North Korean consignments. Mercenary traders, after all, can often be bought when they cannot be stopped. (Read "China's Stake in a Stable North Korea.")

North Korea is a backward, broken country with a dysfunctional economy. But its leaders are expert survivors and remarkably apt at getting what they need; we should not assume that this will change with Kim Jong Il's pasing. With two nuclear weapons tests already complete, North Korea has clearly learned how to construct a black market, full-service nuclear weapons program. There is growing evidence that they will now help any country that can pay to do the same.

The death of Kim Jong Il should focus the West's attention on stopping the spread of North Korean technology. Cutting off the supply would buy us time to fight the other half of the battle. In countries and regions where the demand for nuclear weapons remains strong, we must do more to address the underlying issues that cause countries to seek nuclear weapons in the first place.

It should come as no surprise that Jim O'Neill, the Goldman Sachs executive who coined the "BRIC" concept a decade ago, still defends these countries (Brazil, Russia, India and China) as the world's growth engine. In his latest book "The Growth Map" he delves into the story behind the BRIC phenomenon, analyzes their rise from developing countries to economic powerhouses, and shares his latest acronym "MIST" (Mexico, Indonesia, South Korea and Turkey) with readers, just four countries in his "Next Eleven" theory.

O'Neill is convinced these "growth markets" (please don't call them "emerging" anymore) will outperform in the near future and takeover the economic reins of both Europe and the United States. During this transition, investors, businesspeople and politicians must overcome their aversion to these countries. He says his book is one-step toward erasing the "stigma" associated with them.

"People are still scared of all these places," O'Neill tells The Daily Ticker's Aaron Task in the above video. "People need to economically and socially start thinking about these countries in a very different way than they have in the past."

The 2008 financial crisis and the predicament facing Europe have paved the road for the BRICs countries to reassert themselves in the world. O'Neill points out that GDP in the BRICs nations has increased from $3 trillion to $13 trillion over the past 10 years. "[That's] about the same as creating another U.S. economy," he notes. That number rises to $16 trillion over the current decade if you count the contributions from the MIST countries. According to O'Neill's calculations, that's double the aggregate amount both the U.S. and Europe will contribute in the same period.

Growth markets will "increasing be driving the global economy," O'Neill says. China in particular will flex its economic muscles in the years ahead, and O'Neill dismisses talk that China could soon be facing its own domestic economic collapse.

"Our future prosperity depends on China being successful," he says. "This idea that China only does well at everyone else's expense is nonsense."

He argues that international trade is a win-win situation but concedes that the BRICs nations have primarily benefitted from the arrangement. These growth markets are demanding more and more of U.S. goods and China has shifted from a top exporter to one of the world's major importers since the 2008 crisis.

"At the current rate of import growth, China is importing the equivalent of another Greece every four months...and within five years from today China will be a bigger importer than the U.S.," O'Neill says. Furthermore, China may very well become Germany's "number one single export market" by this time next year, O'Neill adds, a reality very few could have predicted a few years ago.

As developed economies scurry to catch up to the BRICs, China and other growing markets may have a big advantage over their peers.

"The financial crisis taught the Chinese they cannot depend on exports" to the U.S. and elsewhere "for their future prosperity," O'Neill says.
